A recent notice in the Federal Register will have a dramatic impact on Move Update requirements for both First Class and Standard Class mailers. This appears to be part of the USPS plan for incremental increase in address and data quality in order to ensure greater deliverability and efficiency to postal operation.

The change has an impact on both First and Standard Class mailers which is a significant shift from previous Move Update requirements. Standard Class mailers will likely be required to process their mailing lists through one of the approved Move Update solutions to receive postal discounts. These solutions include NCOALink™, FastForward™, OneCodeACS™, and Ancillary service endorsements under 507.1.5.3, Standard Mail, except “Forwarding Service Requested.”

The additional impact to both mail classes is related to how often the Move Update requirement must be met; previously it was 180 days, but it is being moved to 95 days. This means that customers that contract with Full Service Providers should expect to send (spend) extra volume for their list. While the impact may be muted for many in house users, those will significant Standard Class volume should expect increased resource demand for file processing.
